One of the easiest mistakes in online privacy is treating a clean database result as a universal answer. Breach services are useful because they collect and organise known information, but they cannot see incidents that are not available to them.

Have I Been Pwned should therefore be understood as a high-value source of breach information, not a complete map of every leak on the internet.

Why some leaks are not found
